The Jindabyne Education Campus is a landmark regional development delivered under the NSW Government’s Rebuilding Essential Services program. Designed to meet the growing educational needs of the Snowy Monaro region, the campus brings together a new public primary school and high school on a single site. The project forms part of the Snowy Mountains Special Activation Precinct and opened to students in Term 1 of 2025. Boral played a key role in supporting the construction of this complex, climate-sensitive development through the supply of high-performance concrete solutions.

Project Challenge

Constructing a large-scale education facility in Jindabyne presented unique challenges due to its sub-alpine climate and remote location. The site experiences freezing temperatures, snow, and high winds, which posed risks to concrete curing and structural integrity. The project also required extensive in-ground works to relocate town water, sewer, and stormwater services, alongside the construction of new roads and access infrastructure.

Maintaining construction timelines during winter was critical, and the project team needed a concrete solution that could perform reliably in cold conditions while supporting sustainability goals set by the NSW Government. The remote location added logistical complexity, requiring reliable supply chains and on-site technical support to ensure quality and consistency across all phases of construction.

Boral Solution

Boral supplied over 4,000 cubic metres of concrete to the project, including over 1,000 cubic metres of Envirocrete® low carbon concrete. This included deliveries to both Atken Civil Engineering and Hansen Yuncken for structural, civil and architectural components.

To meet the demands of cold-weather construction, Boral collaborated with Northrop’s engineers to develop a bespoke concrete mix capable of curing in sub-zero temperatures. The mix was used in conjunction with thermal blankets to regulate curing and prevent freezing. Thermal cameras were employed during pours to detect voids in real time, ensuring structural integrity and continuity of works.

The use of Envirocrete® supported the project’s sustainability objectives, offering reduced embodied carbon without compromising performance. Boral’s local supply capability from its Jindabyne plant helped minimise transport emissions and maintain efficient delivery schedules.

Team Engagement

Boral worked closely with Northrop, Hansen Yuncken and Atken Civil Engineering throughout the project. Our technical team provided mix design expertise and on-site support during critical pours. The collaboration extended to real-time monitoring and quality assurance, with engineers and Boral representatives working side-by-side to manage thermal performance and curing outcomes.

This partnership approach ensured that the concrete met both structural and environmental requirements, while supporting the broader goals of the NSW Government’s infrastructure program.

Project Outcomes

The Jindabyne Education Campus was successfully delivered in early 2025, providing modern learning facilities for students across the Snowy Monaro region. Boral’s concrete solutions enabled construction to continue through harsh winter conditions, helping the project stay on schedule and meet quality benchmarks.

The use of Envirocrete® contributed to the project’s sustainability profile, aligning with government targets for low carbon construction. Boral’s local supply and technical expertise ensured consistent quality and performance across all phases of the build.

The campus now stands as a flagship example of regional infrastructure delivery, combining environmental resilience with educational excellence.

Conclusion

The Jindabyne Education Campus showcases Boral’s ability to deliver tailored concrete solutions in challenging environments. Our collaboration with Northrop, Hansen Yuncken and Atken Civil Engineering reflects our commitment to innovation, sustainability and regional development. As Australia’s leading construction materials provider, Boral is proud to have supported this transformative project and looks forward to future opportunities in education infrastructure.
