Boral Recycling Kooragang provides a convenient and reliable recycling service for construction and demolition materials across Newcastle and the Hunter region. Located minutes from Newcastle’s CBD, the site accepts a wide variety of incoming waste streams and manufactures quality recycled materials for civil and infrastructure applications. The site is currently supplying unbound roadbase to the Blackrock Motor Resort.
Boral Recycling Kooragang commenced operations in September 2003, originally established to accept slag from Newcastle’s local steel mills along with internal waste generated by Boral’s Concrete and Asphalt plants. As the region’s steel production declined by 2010, the site shifted to focus on construction and demolition materials including brick and concrete waste.
The facility has progressively developed its recycled product lines to meet changing Transport for NSW and local council specifications. Today it operates with a consent limit of 130,000 tonnes per year and continues to support the growth of sustainable construction in the region. Kooragang operates with a mobile processing setup that includes a Kleeman MR 130 mobile crusher and CAT 336 excavators for breaking down material and removing steel. These machines enable efficient onsite recycling of brick, concrete and mixed waste streams.
Kooragang is currently preparing for Stage 1 of its approved development consent (SSD 7038) to increase operational capacity to 350,000 tonnes per year. Management plans are being finalised, with operations anticipated to commence following approval.
Kooragang is also part of the wider Boral Kooragang Operations hub, which includes Boral Cement Works and Boral Concrete Kooragang.
Kooragang manufactures a range of quality recycled products suitable for civil, road and infrastructure projects:
- Recycled Asphalt Profiles (RAP)
- Unbound Base 3051
- ARRB‑compliant roadbase
- Pipe bedding
- 20 mm recycled aggregate
All products undergo quality control processes and meet the required specifications for use in both public and private sector projects.

All materials are weighed on our certified weighbridge on arrival and departure.
Customers can also arrange for materials to be collected and transported to the Kooragang site through Boral’s Circular Materials Solution. This service helps separate suitable materials during demolition or excavation and divert them from landfill.
Environmental performance at Kooragang is regulated under Environment Protection Licence (EPL) 11968, which requires regular surface water and groundwater testing.
Monitoring includes results for:
- Aluminium, chromium, copper, cyanide, conductivity, nitrate‑nitrite, total nitrogen, pH and zinc
- Groundwater monitoring across bores R1, 101, 102, 103A, 104 and 105
The site maintains a current Pollution Incident Response Management Plan (PIRMP), which outlines potential pollutant risks, roles and responsibilities, incident response and communication procedures. All monitoring reports and compliance documents are available in the Documents section below.
Kooragang is operated by a small, experienced local team of six employees, many of whom have decades of recycling and earthworks knowledge. Staffing will increase as site volumes rise.
