At a purpose-built wet mix batching plant on our former Emu Plains quarry site, for the NSW Government’s Western Harbour Tunnel project, our team is supporting the manufacturing of concrete tunnel segments and culverts that will line the section of new tunnel being built under Sydney Harbour.

Working in partnership with construction contractor ACCIONA, the plant is capable of producing 150 cubic metres of concrete an hour and will reach around 80,000 cubic metres in total across the project.

The numbers are significant. Over 13,000 tunnel segments. Nearly 1,300 culverts. Every single one of them destined to line the tunnels under Sydney Harbour, where they will sit for generations.

What makes this project a genuine demonstration of Boral at its best is the integration behind it. Raw materials are drawn from three separate Boral operations. Aggregate comes from Peppertree and Dunmore. Cement comes from our Berrima plant. All of it coordinated into a continuous, high-precision production line that cannot stop.

The Emu Plains site itself has a long history. It operated as a working quarry for more than 140 years before closing in 2014. When Boral asked what the best use of the asset could be, the answer was to partner with the NSW Government and ACCIONA, build a batching plant on the site, and tap into the integrated supply network that already existed across the business.

Western Harbour Tunnel will be the first new road harbour crossing in Sydney in more than 30 years. When it opens, it will ease pressure on the Sydney Harbour Bridge and bypass the CBD, improving connections across Sydney.

Our people are helping to make this happen. The team managing the day-to-day operation has turned what is genuinely a complex logistical challenge into something that functions like clockwork.

When that tunnel opens and people are driving through it, every Boral employee should feel very proud of the team that’s helped build something great.
