Roe Highway Logistics Park (RHLP) is a 70-hectare industrial estate located in Kenwick, WA, developed and managed by Hesperia. The project was designed to achieve carbon neutrality through the integration of low carbon materials, renewable energy, and environmental initiatives. RHLP received up to $95 million in finance from the Clean Energy Finance Corporation (CEFC), marking its first direct investment targeting embodied carbon reduction in property construction.

Project Challenge

The building and construction sector contributes significantly to global emissions, with embodied carbon accounting for 28% of the sector’s footprint. Hesperia sought to lead the transition to carbon neutrality in industrial development by significantly reducing upfront embodied carbon in RHLP’s construction. Boral was engaged to support this goal through the supply of low carbon concrete.

Boral Solution

To support Hesperia’s sustainability goals, Boral supplied approximately 21,000 m³ of ENVISIA® low carbon concrete for the initial warehouse structures at RHLP. ENVISIA® is engineered to reduce reliance on Portland cement by incorporating industrial by-products such as fly ash and slag, which would otherwise go to landfill. This approach achieved an average 41% reduction in upfront embodied carbon compared to conventional concrete. The successful delivery of ENVISIA® concrete at scale required coordinated engagement across Boral’s technical, logistics and account management teams.

Project Outcomes

The use of ENVISIA® contributed to an estimated 92,000 tonnes CO₂-e reduction in upfront embodied carbon emissions across the project. RHLP has become a benchmark for sustainable industrial development in Australia.

The use of ENVISIA® formed part of a broader sustainability strategy that included:

  • Installation of up to 2 MW of solar PV
  • Smart metering and voltage control systems
  • Onsite water recycling
  • More than 4,000 trees planted
  • Purchase of green power and Australian Carbon Credit Units to offset remaining emissions
